Every product uses a base ingredient that is listed first on the label. This ingredient makes up the most of the product, meaning if the first ingredient listed is water, the product is mostly water. Ever try just putting water on your skin all by itself? What benefits did you see? Likely none right.
In products that use it, water is used as a solvent to break down other ingredients such as conditioning and cleansing agents. The water itself isn't intended to provide any benefit to your skin but simply deliver the other ingredients.
